The Wise Owl Sword is a bladed weapon and part of Toan's weapons in Dark Cloud, and Monica Raybrandt's melee weapons in Dark Chronicle. In Dark Cloud Mr. Mustache will sell you the sword to you for rebuilding the Wise Owl Shop, although it costs 5,000 Gilda at first, which changes to 2,500 after Toan's reaction to the price.
In Dark Chronicle, it's only built up from the Broad Sword and it has the Poverty ability. It can be invented, or it can be bought at Starlight Weapons in the Starlight Temple for 600 Gilda when you get to Chapter 4.
